Biographical information:
Born 1895 in Kanev. Official copies of the birth certificate cite the same metric book but differ slightly as to day of birth. One version shows July 6, 1895; Iokhonon'; to Moishe-Yankel' Tsirlin' Cherkasskii bourgeois and Mariya-Dvera (copy, 1914). A copy issued in 1911 show June 16 rather than July 6, a date repeated in other documents.
Entered St. Ekaterina technical school in Kiev August 19, 1905, completed the course June 1, 1913. The diploma (certificate on leaving school) has "Iokhonon" struck through followed by "Iakhonon"). This permitted him to enter a university after completion of military service.
In 1915 Iogan spent two months in the 25th infantry reserve, and was relieved of further service for medical reasons.
The Kiev archive shows a marriage entry for 1916: "86. Tsirlin' Iakhonon'". It would appear that he was married to Leah (Elena) not later than summer 1916 in Kiev; starting from September 1916 he became a student at the Emperor Peter the Great Petrograd Polytechnical Institute (Petrograd/Leningrad/St. Petersburg) in construction engineering. His residency permit for Petrograd was effective from September 1, 1916 and excluded the areas of Gatchina, Petergof, and other places where there were imperial palaces.
His son Ilya was born in Petrograd May 30, 1917.

1916-17 Petrograd address: Ligovskaya 75/77 (same as the Sherlings' address shown in phone books from 1923 onward).
1918: Enrolled in the Kiev Polytechnical Institute in construction engineering as irregular student. Address Suvorovskaya 2 (same as brother Solomon). Later he gives Vasil'kovskaya 18 (address of Moisey).
No details for 1918-1925 but by 1925 Iogan is in Leningrad. Universitetskaya naberezhnaya 21, tel. 553-73 (1925–1931). In 1937 this is the address of Leah/Elena (E. A. Tsirlina).
From 1926 his profession is indicated as engineer. In 1927 he is head of a department at the Semashko plant, Novgorodsaya 10a. In 1934 he is affiliated with the K. Liebknecht factory. He appears to be working as a mechanical engineer at this point.
It would appear that he married Lidiya Vladimirovna Osse between 1931 and 1934. In 1934 his address is Barmaleeva 4-18, tel. 532-93 (B-5-32-93 in 1940). In 1931 and in 1937 this is the address of Lidiya Vladmirovna Osse (first husband Genrikh Osse, engineer).
Died in 1941, during the blockade of Leningrad. Various documents indicate his death August 13 or 14, 1941, probably in the Mga area. Not buried (body not recovered, presumably).
Lidiya was evacuated to Troitsk (Chelyabinsk region) and returned to Leningrad after the war.
